Delegate Fast moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

“A BILL to amend and reenact §7-4-6 of the Code of West Virginia, 1931, as amended, relating to training of newly appointed, hired or elected prosecuting attorneys and assistant prosecuting attorneys; and directing the Prosecuting Attorneys Institute to conduct the training for all newly appointed, hired and newly elected prosecuting attorneys and assistant prosecuting attorneys; and providing that this training program is mandatory.
